Limitations on a council in CNT

1.- No members of the union council, or any council
in CNT, can receive a wage for their activism.

2.- Councils are management and coordination
mechanism: they have no power to make decisions. They can only
further develop the decisions already made in union assemblies. In
the case of extreme urgency or need and a decision must be made, an
assembly will later weigh whether the adopted the correct position.

3. – All positions can be revoked at any time. The
assembly is free to force their delegates to step down if they feel
they should do so. Positions should be temporary and rotate among all
members.

4.- The council as a council can not make proposals
to the union assembly.

5.- The council must be endorsed by another assembly
after being elected.

6.- No members of political parties can hold any
positions in CNT.

7.- In every assembly, the council must give a
description of the work it has been doing.

8.- CNT councils do not have their own opinions.
When they speak they do so as a spokesperson for the whole
organization and its agreements.

The council in CNT is relational and administrative
tool only, not a group of power.
